Congratulations to Norman Hicks for representing ACCA in the 2023 Virginia Governor’s Volunteerism and Community Service Awards, which recognize outstanding individuals and groups who volunteer and serve across the Commonwealth. Norm has been an active volunteer with ACCA for over 50 years. He has served in various capacities including: President, Vice President, Treasurer, Finance Committee Chair, Ruffing Scholarship Chair and Money Captain.
Norm is included in the 2023 Serve Virginia Honor Roll alongside other outstanding volunteers across Virginia.
Background
Norm has been an important member of the Family Emergency team for decades. He provides valuable feedback on managing the program in terms of budgeting, especially in times of increasing requests with a decreasing budget. He was a crucial advisor during the pandemic when we distributed over $7 million in critical federal funds over 3 plus years to provide crucial financial assistance to keep people housed, prevent evictions and pay electric bills during the health emergency.
Norm was instrumental in structuring the finance committee and setting a course for the future which keeps us focused. ACCA remains a solid force in the community.
Norm’s work as the head of our finance committee has contributed to ACCA providing for nearly 10,000 household requests, serving over 30,000 individuals, within these three programs in just the past five year period.
Having served as President for ACCA 2008-2009, Norm led the organization in ways that created sustainability. These processes have led to continued partnership with Fairfax County, United Way and other funding agencies. During his tenure as Ruffing Scholarship Chair starting 1979 he has been involved in awarding over 100 scholarships to local high school seniors who have overcome disabilities to succeed in school and life.
Leadership
Norm has a tireless passion to serve the needy in the Annandale area. He has shown his passion to helping those that are less fortunate by giving his, time, talents and treasure to ACCA for over 50 years. He also runs a legal clinic at St. Anthony’s Church to help less fortunate individuals with immigration challenges.
Through Norm’s leadership the organization has been able to weather many storms including COVID. He ensures that the organization remains on solid financial footing and has been instrumental in many of the policies and procedures that the organization follows and will continue to do so in the future.
Norm was instrumental in a program that awarded funding to a local organization that provided legal assistance to immigrants who were facing immigration challenges. Though his leadership as Finance Committee Chair, ACCA funded a program called Neighbor to Neighbor which welcomes immigrants. These immigrants are from Afghanistan and the program provides furniture, English courses and the opportunity to pair with other Afghan refugees in our community. This program helps refuges assimilate into our culture.
Appreciation
There are no words that accurately describe the commitment and generosity that Norm has given the Annandale community over his many years of service. The organization is fortunate to have such a tireless leader for so long.
